The Planning Department entered into a service contract on June 27, 2005
for $100,000.00 with HELBER HASTERT & FEE, PLANNERS, INC. for a
“Infrastructure and Public Facilities Needs Assessment Study.” On
December 23, 2005, under the same contract (C.000387), the cost was
increased by $50,000.00 to “Amend Scope of work, Infrastructure and
Public Facilities Needs Assessment Study.”

support new development and the establishment of a policy as to when and how these
